Ledger of Envelopes: Curating the Visible and the Confidential

The House impeachment hearings against Vice‑President Sara Duterte pivot on COA notices of disallowance totaling roughly ₱448 million (₱375M for 2023 plus earlier ₱73M), and lawmakers cite a “body of evidence” of irregular receipts and transfers; these findings now anchor a curatorial interrogation of public trust, bureaucratic ritual, and the aesthetics of accountability.

Curatorial frame 

This short curatorial frame treats the impeachment hearings as an exhibition of statecraft where documents, signatures, and cash advances function as objects, gestures, and mise‑en‑scène. The COA’s notice of disallowance for ₱375 million (2023) and the upheld ₱73 million (2022) become central artifacts whose provenance is contested. 


I read the hearings as a triptych: (1) the archive (COA reports and receipts), (2) the testimony (Madriaga, auditors, NBI handwriting analysis), and (3) the ritual (legislative theatre led by Chair Gerville Luistro). Luistro’s claim of a “body of evidence” reframes scattered receipts into a narrative of pattern and intent. 


Disconfirming the alternative

An alternative reading—one that reduces the matter to clerical error or partisan spectacle—fails on two counts: documentary specificity (COA’s formal ND cites precise violations and named liable officers) and forensic corroboration (NBI handwriting groupings and COA’s repeated disallowances). These are not mere aesthetics of paperwork but procedural findings with legal consequence.

Curatorial narrative critique 

The hearings stage a paradox: confidentiality as both instrument and evidence. Confidential funds are designed to be opaque for security reasons; yet opacity becomes the very texture that invites scrutiny. The curator’s task is to make visible the invisible without violating legitimate secrecy. Here, the COA’s insistence on receipts and the NBI’s forensic reading of handwriting act as conservation science—stabilizing provenance claims and exposing performative authorship. 


Humor and irony arrive when envelopes—banal, tactile—carry nine‑figure moral weight. The anecdotal testimony of cash deliveries across Laguna and Quezon City reads like a picaresque catalogue entry, but its legal gravity is real: restitution, appeals, and separate Ombudsman processes continue regardless of repayment.
